It is the awareness of the currently difficult material as well as intellectual conditions of the development of both theory and practice in technology within the situation of political transformation involving our country that encourages scientific and engineering communities responsible for this state of affairs to enhance their activities.
The outstanding Polish tradition which derives from both the nineteenth century entrepreneurship supported by pure and technical sciences and the twentieth century experience in the formation and development of the engineering industry requires the continuation of works of the previous generations. It is not favored by the economic situation of the country in the first place, and the state of the Polish industry, in particular. At the moment, numerous production plants that are unable to cope with the competitive Western capital and the requirements of the market economy are being sold out or changing the character of their trade activity. At the same time, however, one can observe a great interest of engine manufacturers in investment in Poland, as it is demonstrated by the construction of factories of combustion engines for various applications. In the near future, about 1.5mln diesel engines of well-known global companies are to be produced in Poland. This demonstrates the appreciation of the Polish technical know-how and staff preparation for the production of the most modern items, among which combustion engines constitute not only one of the most basic link in the systems of conversion of energy into mechanical work, but they are also decisive in the civilizational development of the country by combining the knowledge from various scientific disciplines.
Consequently, on Dec 9, 2001, the participants of the IX National Scientific Symposium “Automotive Environmental Problems” in Warsaw took the initiative to appoint Polish Scientific Society of Combustion Engines, whose aim would be to integrate engineering and scientific human resources associated with combustion engines used not only in automotive industry, but also in shipbuilding, industrial equipment, agriculture, recreation, and others. The above initiative was supported by a declaration of the current editorial team of “Combustion Engines” quarterly, operating at HCP Metal Works in which they expressed their readiness to transfer the rights to the title and the historical heritage of the journal onto the Society representing the community of combustion engines. On the other hand, BOSMAL Automotive Research & Development Institute Ltd, which has in its operations numerous well-established contacts with the engine industry home and abroad, agreed to let their premises for the headquarters of the Society. The Statute was developed as a result of the formal-legal measures and in 2002 Polish Scientific Society of Combustion Engines was registered in the National Court Register.
Taking the above into account, Polish Scientific Society of Combustion Engines undertakes to implement the following tasks:
1. Promotion and development of scientific and technical activity in the field of combustion engines;
2. Organizing activities integrating domestic and foreign, industrial and scientific-didactic communities related to combustion engines, which promote the results of their work and constitute a discussion forum; these aims are to be achieved by the following:
a) Organizing scientific-technical conferences,
b) Organizing scientific schools,
c) Carrying out publishing business,
d) Carrying out advertising activities,
3. Carrying out opinion-forming activities within the scope of combustion engines;
4. Carrying out consultative activities within the scope of combustion engines;
5. Carrying out activities supporting the development of young scientific and engineering human resources associated with combustion engines.
